bats-core

• Fixed bats-core files using bats_load_library were not working on Windows.
• Fixed Custom environment variables are now properly passed via $WSLENV if a bats-core test is executed with WSL.

ShellCheck

• Fixed Dynamic source commands like . $VAR/file.bash did not show a warning and quickfix if a ShellCheck comment # shellcheck was attached to the source command.
